The Sustainable Cities Programme (SCP) is a joint UN-HABITAT/UNEP capacity-building and institutional strengthening facility. SCP promotes and supports environmental governance. Since its launch in 1991, SCP has grown from a modest single UN-HABITAT initiative to a global multi-agency programme. The facility applies Agenda 21 principles to support implementation of the Habitat Agenda whilst building local capacities to apply UNEP's global environmental conventions and agreements at the local and national levels. In addition the SCP provides core environmental governance support to Habitat's Global Urban Governance Campaign for Poverty Alleviation.
Urban Solutions is assisting the Institute for Housing and Urban development Studies (IHS) to evaluate and document lessons of experience learned in the field of sustainable development in eight SCP Countries that were operational over the period 1992-2002. This will yield a variety of important outputs, which will be used to shape capacity-building efforts, to support tool development and adaptation, and to provide fundamental materials for training and Training of Teacher materials. Both partners will also be closely involved in developing and applying methodology for selecting and supporting national and sub-regional anchor institutions, and will provide institutional development support to them.
